Transforming a Former Holiday Inn into a 137-Unit Community for Individuals Experiencing Homelessness

Long Beach, California – [November 20, 2025] — Imperial Contracting is proud to announce the completion of its latest project, the Zephyr project, located at 1133 Atlantic Avenue in Long Beach, California. In collaboration with Linc Housing, this transformative project repurposes the former Holiday Inn into 137 permanent supportive housing units designed to provide safe, dignified homes for individuals transitioning out of homelessness.

The Zephyr project is part of California’s ambitious Project Homekey initiative, which aims to combat homelessness through the adaptive reuse of underutilized properties. Imperial Contracting served as the general contractor, overseeing the extensive renovation and modernization of the existing structure while ensuring construction efficiency, community sensitivity, and sustainability.

The redeveloped property includes:

  • Private studios  with modern finishes
  • Communal courtyards and outdoor green spaces
  • Dedicated case management offices and wellness rooms
  • On-site amenities such as laundry, computer access, and pet areas

By leveraging its experience in large-scale adaptive reuse, Imperial Contracting ensured that the project met rigorous timelines, safety standards, and community expectations.

“The County of Los Angeles, through its Chief Executive Office, provided $21 million in American Rescue Plan (ARP) funds to make this development possible. This project is a testament to what is possible when public funding, nonprofit vision, and skilled construction come together,” said Jordan Freedman, Senior Project Manager at Link Housing. “We’re proud to have brought this vision to life.”
